Thomas (Tom) cofounded and leads McKinsey’s Public Sector Practice in the Americas and has advised US federal and state governments, as well as governments in more than 20 countries. As a trusted advisor, he helps clients identify solutions to complex problems in a range of sectors, including security, public finance, healthcare, transportation, infrastructure, and economic development.

With a deep commitment to improving government management and identifying opportunities for innovation, Tom has worked with clients on strategy, operations, customer experience, analytics, technology, and organizational transformation. His work with senior leaders in some of the largest government agencies in the world has helped improve operations and enhance the lives of the citizens they serve. Tom is actively involved in the firm’s research on government transitions, advanced analytics, and digitization.
